In the documentary that we saw from Lionel Tate, it shows us how he was only 12 years old and Tiffany 6 years old. I believe that the mother of Lionel should have been charged as well because she was in charge of taking care of Tiffany but she didn't do her job right. Lionel did deserve to be charged because I believe he was old enough to know what he was doing and to know how he was playing with her. Who knows if it was his intentions to actually kill her.. He was also used to always getting out of trouble easily because of his mom. He wouldn't get no punishment for doing bad things so he probably thought that he was going to get out of this situation easily as well.
