Slow Genocide

While the U.N. legal definition defines genocide as trying to destroy a culture by either killing them, sterilizing them, taking away children, or creating conditions meant to destroy them, can say the Jim Crow laws from the U.S. or apartheid in South Africa be considered an economic condition meant to slowly destroy them. Now we have to keep in mind that genocide is usually a conspiracy, has to have intent, and doesn't necessarily have to be successful. In both cases Jim Crow and apartheid were codified and created by many people, although intent is hard to prove and a matter of opinion. So what is your opinion.
